They can be, it really depends on the part you need to replace. Motors for example can be expensive, plain bearings are not.
An e-bike is a bicycle which is motorised. This doesn't mean that you don't have to work hard! The rider still has to pedal, the motor is there to male the ride a little easier when you need a boost!
Yes they are, however submerging them in water is not recommended as it will damage the electronics. Even the igus e-bike, which is made from recycled plastics, is OK in rain water but not submerged. The non electric bike from igus is fine fully submerged.
There are kits that can adapt a standard bike to an e-bike but not all bikes are compatible.
